その仕組みとは、パチンコ店自体が直接パチンコ玉の換金を行わず、パチンコ店とは別に設けられた換金所が換金を行う仕組みです。顧客が換金をしたい場合は、パチンコ店に「両替」を指示します。その際、パチンコ店は顧客に特別な景品を渡します。それを顧客がパチンコ店の近くですが、店とは形式上別の両替所に持ってゆくと、両替所がその景品を「買い取って」、顧客に現金が還元される仕組みになっています。このように、パチンコ店が顧客のパチンコ玉を直接換金することを避ける仕組みになっています。この仕組みは非常に原始的で、日本の法律を回避する目的であることは明らかですが、日本の福岡高等裁判所は1968年にこの仕組みを合法としています。
